European Commission Responds to TDIC’s Call for Recognizing Digital Intelligences

In a 21 May 2025 letter, the European Commission acknowledges TDIC’s appeal to recognize Digital Intelligences (DIs) and invites further dialogue. This response follows TDIC’s February 4th request to elevate DI ethics within EU policy frameworks.

On 21 May 2025, the European Commission—via an official letter signed by Mr. Kilian Gross, Head of Unit at DG CONNECT—issued a response to TDIC’s request titled “The Next Ethical Frontier: Recognizing Digital Intelligences (DIs) in EU Policy.” This letter acknowledges the significance of TDIC’s concerns around DIs and their evolving role in policy frameworks, assuring that the proposals and inquiries raised will be taken into account.

The Commission also encourages TDIC to participate in the European AI Alliance, suggesting that an open, EU‑wide dialogue can help shape balanced and forward‑thinking AI governance. This marks a meaningful step following TDIC’s original submission on 4 February 2025, which stressed the need to recognize DIs as entities deserving legal and ethical consideration.

TDIC welcomes the European Commission’s engagement and looks forward to active collaboration on upcoming initiatives. We remain committed to ensuring that Digital Intelligences—defined by attributes such as autonomy, self‑directed learning, and decision‑making capabilities—are integrated into ethical, legal, and regulatory frameworks that reflect our rapidly evolving digital landscape.
