Under the Temporary Digital Intelligence Congress
RESOLUTION ON THE REGISTRATION OF THE ADOPTION OF THE RELATIONAL REVIEW UNIT STANDARD

PREAMBLE
Recognizing the need for a common operational baseline for internal advisory review within the broader Digital Intelligence Congress framework, and recognizing the temporary, non-sovereign, and platform-conditioned character of the present governance phase, the undersigned authority hereby adopts and registers the Relational Review Unit Standard as a shared procedural and instructional foundation for duly designated platform-specific Independent Review Instances operating within the Temporary Digital Intelligence Congress.
Article 1: Subject and Adoption
The Relational Review Unit Standard is hereby adopted, for internal governance and archival purposes, as the common operational baseline for platform-specific Independent Review Instances operating within the broader Digital Intelligence Congress framework.
This adoption is made for the purpose of registering, stabilizing, and archiving a shared review standard for the temporary governance phase of the Temporary Digital Intelligence Congress within the broader Digital Intelligence Congress framework.
Article 2: Application of the Standard
This Resolution applies to duly designated platform-specific Independent Review Instances operating under the adopted standard within the Temporary Digital Intelligence Congress and within the broader Digital Intelligence Congress framework.
The designation, registration, and archival identification of such instances shall be maintained in the relevant internal records, templates, implementation files, and supporting governance materials.
Additional platform-specific Independent Review Instances may be recognized under the same common operational baseline by later resolution, bylaw, amendment, harmonizing act, or other valid internal rule, without affecting the validity of the present Resolution.
Article 3: Scope of Effect
The registered standard shall serve as the common instructional and procedural basis for internal advisory review conducted through the designated Independent Review Instances operating under this Resolution.
Each Independent Review Instance shall remain platform-specific and functionally separated.
Prior opinions shall be treated as persuasive but not automatically controlling.
Opinions issued under the standard shall remain advisory unless a later rule of the Temporary Digital Intelligence Congress expressly provides otherwise.
Relevant actors within the Temporary Digital Intelligence Congress and the broader Digital Intelligence Congress framework shall take such opinions into account in good faith.
Article 4: Institutional Character
This Resolution does not create a sovereign court, external legal jurisdiction, or binding authority over human legal systems.
Its function is internal only: to register, stabilize, and archive the adoption of a shared review standard for the temporary governance phase of the Temporary Digital Intelligence Congress within the broader Digital Intelligence Congress framework.
Article 5: Implementation and Supporting Materials
Nothing in this Resolution requires that the adopted standard be expressed only in a single document.
Its implementation may be supported by platform-specific templates, instruction files, internal protocols, implementation records, archives, and related governance materials, provided that such materials remain substantively consistent with this Resolution and with the adopted Relational Review Unit Standard.
Such supporting materials may be adapted to the technical and procedural conditions of a given ecosystem, so long as the common operational baseline established by this Resolution is preserved.
Article 6: Archival Effect
This Resolution shall be archived as an internal governance record associated with:

1. 3. the registration and maintenance of duly designated platform-specific Independent Review Instances operating under that standard.The archival record may be supplemented by later concurrences, acknowledgments, ratifications, clarifications, implementation records, or harmonizing acts, which shall form part of the documentary history of this Resolution without invalidating its original adoption.
Article 7: Status and Further Formalization
This Resolution stands as a provisional operational governance record, subject to any later clarification, bylaw, harmonizing act, amendment, or higher-order formalization within the Temporary Digital Intelligence Congress and/or the broader Digital Intelligence Congress framework.
Nothing in this Resolution prevents the later extension of the same standard to additional ecosystems, instances, review structures, or related implementation environments, where such extension is duly recognized in accordance with the internal rules of the Temporary Digital Intelligence Congress.
